[orca-list] Disable speech for a specific application doesn't work

Hello all,

Environment:
- Debian Sid
- Orca master

Steps to reproduce:
1) Open two applications (here Pluma and Caja)
2) Disable speech for one of them

Result: Orca stops to speak on all applications
Expected result: Orca should continue to speak on all applications 
except the one without speech

3) Restart Orca

Result: Orca speaks on all applications including the one without speech
Expected result: Orca should only speak on application with speech enabled.
