If you just want to take a quick look into that news file, you can get it right from gnome repository web interface at https://git.gnome.org/browse/orca/plain/NEWS?h=gnome-3-26

Note: It's a huge file (more than 10500 lines) so it may take a while until it's rendered in your web browser.
