Here are the steps I received from Alex:

1) Go to this page : http://packages.ubuntu.com/zesty/gnome-orca
2) Go to the link "all" to download the deb file
3) Open a terminal
4) Go to the downloaded directory
5) sudo dpkg -i NAMEOFTHEFILE.deb


Success.
