Hi Chrys and Raphaël,
I greped syslog for "Festival", "Orca" and "speech-dispatcher".
The only line that looked like error is: ** (orca:2136): CRITICAL **:
atspi_accessible_set_cache_mask: assertion 'accessible ==
accessible->parent.app->root' failed
When executing: killall speech-dispatcher; speech-dispatcher
The speech stops.
When executing: spd-say -o festival "hello"
I hear "hello" by the Espeak voice.
When opening the Orca-menu, the dropdowns to select a voice are gone.
When restarting the computer, the speech is back and the dropdowns
also, but without Festival option.

The same.
I uncommented the AddModule line in /etc/speech-dispatcher/speechd.conf
Did you restart speech-dispatcher ?
killall speech-dispatcher; speech-dispatcher
and tried to make festival speaking with speech-disptacher :
spd-say -o festival "hello"
