[orca-list] Assign action to insert+enter

Dear team,

Debian Testing, Orca Master.

After switching "where am I" from insert+enter to ins+tab, it's 
impossible to assign that key to an other function or even to reassign back.

Steps:
1. open preferences dialog
2. assign "where am I" to insert+tab
3. try to reassign to insert+enter.
Result: it assigns no key.
Expected: reassign that function to insert+enter.

It works by modifying the settings files with a text editor.
