[orca-list] orca speaks Init Caps as allcaps

After an upgrade to ubuntu zesty (17.04), orca with espeak-ng speaks
words with an initial capital as if they are all caps. So for example,
it wil say Inbox as if it were INBOX. And it say inBox as if it were inBOX.
