[orca-list] increasing pico's rate on speech-dispatcher so it can be used conviniently with orca

Hi,

using svox pico now on arch linux with orca, but the rate seems the same, even at 100%. anyone know how to change it? or, is there any way to change it?

did you enabled the repository in your source.list?

how to install libttspico on ubuntu 15.04? when i try apt-get install
libttspico-utils , it say not found.
