Is there a way to do it on a pre-compiled package? My computer does not
have the memory required to build from scratch and I can't fix that issue
at this time.

The new version of ChromeVox, ChromeVox Next, is now the default under Chrome
OS. There is a way to build Chromium with ChromeVox Next under Linux.
