[orca-list] structural navigation and tab key are not synchronized?

Hi all.

I do not know if this is a bug or if it works as designed.

If I use the e key to go to next enter and press tab without switch to focus mode, the expected element is not present.

To reproduce try the following steps:

1. Launch FF and go to https://bugzilla.gnome.org/show_bug.cgi?id=767074.

2. After the page is loaded press the e key until you find the key words field.

3. Toggle to focus mode and press the tab key.
Note that orca jumps to the tags field.

4. Toggle to browse mode, press e until you find the key words fieled and press tab, without change to focus mode.
In my environment orca does not change to the tags field.
