Dear all,

Environment:
- Debian Sid
- LibreOffice 5.4
- Orca master

Steps to reproduce:
1) Open LibreOffice
2) Go to format, page
3) Press tab

Result: Orca announces the selected text
Expected result: Orca should announces the label before the selected text
