The reason for that is capslock state is incorrectly captured and even more incorrectly preserved by the open application. You could try closing the offending application then restarting the offending application and see f the capslock state is on.  If the capslock state is on, then it's mate or gnome that's doing all of this. In any of these cases these need bugs filed.If it is the operating system you'll need to reboot to clear those capslock memory states and that would not be good.  I don't normally run into this situation since I run one app at a time since I know I do not multitask well at all.

Here is how to turn off capslock when you want capslock off. Hold down shift
then hit capslock then release both capslock and shift keys. I found this
one by accident.
