I'm happily using Ubuntu Mate 16.04 with latest orca, having added the accessibility-devel ppa after installation. I also use Trisquel 7.0 to good effect, after some post-install things. Stock Debian and Fedora are also good choices. Have you considered Sonar (Mate or GNOME Editions)? What about Vinux 5?
