There are dependency issues last I checked however when it comes to building orca master on many Ubuntu 
releases, but maybe  last stable, 16.04 will let 
you install the build deps and orca deps. 
On 14.04 this was not done with the basic commands alone last I tried a few months ago, not sure what was 
required to get this working. 
Does the accessibility ppa for ubuntu include a src repo?
If so,adding it to software sources might be all that is required. 
I am sure there are folks who know the answers to these questions on the list.
Other than that, 
I'd recommend installing the accessibility ppa to get latest stable orca which has most of the goodness from 
recent months and years in it, but if you want 
to test the newest features then of course you need orca master.

As for Xubuntu, XFCE is mostly nicely accessible, and has a lot to offer in my opinion, but you will need an 
alt filemanager, pcman is my recomendation 
both for light weight deps and best performance overall, and especially with large and very large 
directories. 
The panels are not accessible in XFCE, but this is generally no big deal, and for specific information and or 
control I can help you out with scripts in 
some cases. 
Also some of the panel stuff can be started like a normal program and give you feedback that orca can use.
I have not used XFCE in some time, but last I heard several months ago, nothing accessibility wise had 
changed. 
Magnification was the last thing to get any attention I think.
