Hi Joanie and Rynhardt,
In Arch Linux Liblouis compiled without enable-ucs4 flag, but Python3 and Python default compiled with UCS4 support.
In Arch the liblouis package PKGBUILD file in the configure section missing the --enable-ucs4 option.

Manjaro level this issue is already solved in Liblouis package PKGBUILD file, but ARCH developers doesn't applied the attached patch yet.
Debian and Ubuntu source package in the debian/rules file in compilation part package maintainers using the --enable-ucs4 option, so this issue doesn't happening with Debian based distributions.
