[orca-list] switching languages

Hallo list,
How can I switch the language in orca 3.10.3 (in Ubuntu 14.04) without
changing the system language.?
The old preferencess screen is gone, and using commandline orca -t
changes the language but is reset automatically  after a few seconds.

Which config file could I edit?

I wanted to use  espeak and need to switch frequently between several
languages.
