I just filed this bug: https://bugzilla.mozilla.org/show_bug.cgi?id=1255453

As I stated there, even if I reboot my system and do not launch any
accessibility tools, loading that page in Firefox causes Firefox to
consume 100% CPU.

So my guess is: No, it's not Orca related.
