Perhaps a better solution would be a key combination that can be used in
either desktop or laptop mode to switch the layout setting in Orca.

I could provide such a functionality via a plugin. So you could switch the keyboard with an shortcut on the fly. On a PC i think this would make no sense because not many people have more than one keyboard at the same time.

You can use an external keyboard on a laptop, so even if it's possible to
detect whether a laptop is being used, it's hard to know what kind of keyboard
layout is in operation.
