I think this is because its an HTML table. so you just "arrow" the first column (with the code line numbers). After finishing that the caret is moving on the second column (with the code).
the table is on this page create by _javascript_. if you disable that, there are no line numbers.
I often hearing that using tables is not good in a11y reasons on websites. Maybe that is the reason for... But i m not a webdeveloper.

Yes, same behaviour with NVDA using your example page.

The code is contained within a <pre> tag. I am guessing that some CSS is applied to the tag to generate the line numbers, but I'm not sure.
