You might want to look at speechd-up instead of espeakup. 
To run both a talking GUI and speakup at the same time you need to start 
either espeakup or speechd-up as root from the graphical session, from 
your dash   or a terminal, i.e. sudo speechd-up          or sudo espeakup.
I've not seen systemd ever successfully start one of these in a way where 
it co tinues to run alng with a graphical session.
Let me make some coffee and I'll send you a couple more tidbits.
I don't know specifically about 16.04, but think I might actually try and 
install it today, so please stay tuned...

GSstill available if I want it.  I used to do this but it's been quite awhile
GSand this was pre-systemd.
