[orca-list] a very minor bug with seamonkey

Steps to reproduce. Open up seamonkey. When the homepage opens, press
control+m to compose a new message. Tab over to the message body.
Instead of landing in a blank page that orca announces as "about:blank",
orca will land on the homepage instead. This only works on the homepage
and only right after seamonkey is opened. If you go to a new page, this
bug doesn't show up. Can anyone else confirm this? This is with orca
master, completely up to date as of 15 minutes ago, and sonar linux
16.07, also up to date.
