Hi Alex.
I can reproduce the problem as described. The main issue is that the
Writer header and footer claim to have an index in parent of -1, and
that's the sort of thing that suggests a broken hierarchy. Then I
examined the window using Accerciser, and found that Accerciser doesn't
show most of the objects in the window. And does show a an object named
<dead>. Which also suggests a broken hierarchy. Hacking around this
would potentially introduce more bugs than it would fix.

Dear Orca community,
I'm using Orca 3.20.2 and LibreOffice 5.1.4, when I to to header or
footer Orca stays silent when I switch between elements (header, footer,
body).
Steps to reproduce :
1) Open LibreOffice
2) Write text in the page body
3) Insert a header and type text
4) Insert a footer and type text
5) Move between header and footer with ctrl+pnup and ctrl+pgdown
6) Return to the body with escape
Result : Orca stays silent.
Expected result : Orca announces the switch between header, footer and
body.
FYI, if there is only one of them (header or footer) the problem doesn't
appear.
Best regards.
