[orca-list] LibreOffice Writer : no announcement when enter/quit header or footer

Dear Orca community,

I'm using Orca 3.20.2 and LibreOffice 5.1.4, when I to to header or 
footer Orca stays silent when I switch between elements (header, footer, 
body).

Steps to reproduce :
1) Open LibreOffice
2) Write text in the page body
3) Insert a header and type text
4) Insert a footer and type text
5) Move between header and footer with ctrl+pnup and ctrl+pgdown
6) Return to the body with escape

Result : Orca stays silent.
Expected result : Orca announces the switch between header, footer and body.

FYI, if there is only one of them (header or footer) the problem doesn't 
appear.
