Running a quick test on mellisa's windows box, nvda will see what's supposed to be the check boxes, the labels, but not the check boxes themselves. This seems to be what orca is seeing, the text of the label, but it can't interact with the control. This is an epic fail on whoever designed this website. There are minimum accessibility standards this website isn't meeting. I would suggest contacting the web admin, except I'm not sure if this would do any good.
