[orca-list] It seems that the orca is stuck in the GNOME Bugzilla page

Hi all.

To reproduce try the following steps:

1. Launchfirefox and go to https://bugzilla.gnome.org/show_bug.cgi?id=762799

2. After the page is loaded press ctrl+home.

3. Press down arrow until you find the key words entry.
4. Press down arrow one more time.
Orca reads accessibility.
5. Press down arrow again.
In my machine, instead of read depends on, orca returns to the begin of 
the page and reads the description of the bug.
I can not explore the page using the down arrow.
This is not new in master since I can reproduce using orca 3.18 and orca 
master.
