I wondered why I never saw this issue, but I tend to read my Thunderbird emails by just using the preview pane.

Is this the behavior you are reporting? If so.... I personally don't
think we want to stop speaking the window title or the name of the
newly-loaded document. And attempting to conditionally not speak either
would likely be a fragile hack that might break more than it fixes. On
the other hand, if you are seeing something else, I need more details.
