is the binding for links, and there are similar bindings for buttons, radio buttons, check boxes, etc.
You have to tab or shift tab to activate to get them to do anything, or jump to or what ever it is called if 
you don't actually want to click on the link,
i.e. you are using it a s a point of refference in a long webpage.
