I've never heard of this not working. A few apps won't allow configuration of app specific settings, but
anything gtk for sure should as will mozilla apps
and all but a few I've tried over the years.

Not sure if it actually works, but you can open preferences for a particular
application when the application has focus, by pressing Orca + Control +
Space. You will hear something like "Screen reader preferences for
application name".
