[orca-list] Access Keys Not Passed Through Orca-Master to Firefox

To reproduce:

Visit a page with a bunch of accessibility shortcuts bound;  Facebook 
Mobile is a good example.  Use the orca bypass key 'orca+backspace'. 
Orca says, "bypass mode enabled".  Next, press a known access key on 
your site; e. g. 'alt+shift+1' on FB Mobile.

Expected result:  link associated with access key is followed.

Actual Result:  orca activates 'list headings at level 1' function or 
says, "no headings at level 1".
