If all you want to do is cut something to a certain length then ffmpeg is a great tool. 
I've made a script that can be run in a terminal emulater with orca, or in a console using speakup that I use 
daily. It saves you from having to 
learn/remember ffmpeg syntax. It just asks you from what point you want to start your editted sound file in 
seconds, and how long you want your new file 
to be. It can also provide you with the length in seconds of an input file. 
If you want to try this, let me know and I'll send you a copy of what I'm using. I want to add and improve 
some functionality before putting it in to 
any repo, but it is usable as is with basic help, and aninstall script so you don't have to do anything more 
than tyupe one command to get it up and 
running. It does assume you have ffmpeg installed, but may install it for you if it's not there pretty soon.
I've not adapted it to use the ffmpeg libav forks that distros like recent ubuntu use though, so depending on 
your distro this may or not be a great 
solution for you.
