press tab
its the first entry
"use textselection cursor in readonly documents" or just press
alt + x for activate it.
save the settings by pressing OK (tab to it or press alt + o)
restart libreoffice
for now you can navigate in readonnly documents. (if everything
works)

Again: just activate the checkbox "caret on readonly
documents" in the writer settings. if this is not set
you get no cursor. please check my mail bleow.
