There is no possibility to directly use speech as on windows, but there is the possibility to make the server redirect sound to you and then start a screenreader remotely, you will hear the sound and will be able to use the system. I would recommend remmina for rdp connection, but instead of just using a quick connect, you have to create a new profile to be able to set sound redirection to local, etc
