You want to use emacs with speechd-el. Depending on your version of Ubuntu, that's pretty straight forward.
You'll need emacs and the speechd-el packages installed and you'll need to add a few lines to your emacs init
file. If that isn't enough detail for you (and it may not be if you're not familiar with emacs), email me off
list and I'm happy to point you in the right direction.
Emacspeak honestly hasn't been worth using for a long time. He spends a lot of effort working around the
facilities that emacs provides and adding custom functionality instead of using the functionality that is
standard and generally much better than what he's customized and made non-standard.
speechd-el just works and leaves you in a pretty vanilla emacs (except for the talking bit, of course).
