Well, I am not sure what my distributions stable orca is, I have been
using master for quite a while, but I did think that if I typed alt-f2
and then hit orca-space, I would get the parameter screen, but I had to
actually go into an application to do it.
Thanks for the heads up about just being in the gnome shell, I will keep
that in mind.

that after you log in, you are on something and not just in gnome-shell
with nothing focused. If the latter is the case, then the problem is an
old one (and not one I can fix in Orca) that you can find discussed in
the list archives. Lastly, I assume that you mean the problem is
recently introduced, and if you use your distro's stable version
(3.18.x) the problem does not occur.
