It is possible to read a message in Evolution, but you can't scroll
past the headers into the message body using the arrow keys. For what
it's worth, Evolution has worked this way since the GNOME 2.x days
before it lost its voice. Instead of using the down arrow key to get to
the message body , you need to go to the end of the headers, which can
be done using control+end. It helps to hit the up arrow key once after
this. Then tab off the headers to the message body. It also helps to
press control+home to be sure you end up at the top of the message
body. Hope this helps.
