the 2nd command should be enough as it starts speakup, onless you sometimes use a hardware synth or something 
anyway. 
On most systems I can make speakup start by running a script in startup programs or what ever the desktop 
environment calls it, usually with a few 
seconds of sleep before sudo espeakup is run, gives best results, 2 to 5 secs. A bit of expereimentation can 
help fine tune that sleep time if it 
matters to anyone.
The only case where sudo espeakup has not worked is on pulse audio using systems using fluxbox as a stand 
alone GUI. Console speech gives  errors 
everytime with fluxbox. This may be fixable using pulse with dmix so that one uses alsa by default where 
possible unless one chooses pulse specifically 
for a given application, e.g. a media player. I've not tried this on a dm using system yet, but this is the 
method I use on arch where I never had any 
problem using fluxbox when I was running pure alsa but now use pulse on an ap by ap basis when required, 
(skype for iinstance), or a media player for 
some additional functionality.
For gnome you will probably want to make a .desktop file to run the espeakup starter script and put it in 
/usr/share/applications so gnome tweak tool 
will be able to see it so that it can be selected as an additional program to run at startup. I think you can 
put such aa .desktop file in to 
~/.config/autostart diredtly and it will become active on some systems, mate boxes perhaps, but can't 
remember for sure when this does and does not 
work.
