Ah, this one. THis is an old one and has been a bug for a while. I'm
nearly certain it's speech-dispatcher, or speech-dispatcher's espeak
driver, because if you use espeak from the command line to do the same
or use tools like espeakup this doesn't happen. I've been trying to
track it down but I only have a basic idea how to debug orca, and none
about how to debug speech-dispatcher.

issue in eSpeak or speech-dispatcher as Orca is resetting the pitch, but
the pitch appears to be stepping down rather than getting properly reset.
