Are you saying that in the very same version of GNOME, just changing the
version of Orca makes a difference? If that is the case, then yes,
please do file a bug providing:

1. A numbered, concrete list of steps to reproduce the problem.
2. A debug.out limited to just those steps with Orca 3.16.2
3. A debug.out limited to just those steps with Orca master
