I think all that is required is for the file manager to know how to
manage desktop icons. There's probably an api and standard for this.
The problem is, unless you're using nautilus, orca returns "not
selected" after each icon, causing some subtle issues. Nemo, linux
mint's fork of nautilus, can also manage the desktop, and it requires
a check of a check box in the preferences to make this happen. I'm not
sure what nautilus does differently, but orca seems to work better
with it managing the desktop than with other file managers. This is
likely a combination of bugs in orca itself, and the file manager. I
think, but cannot prove, that most of the problem is orca using older
code from gnome 2, or gtk2, and trying to guess where the file manager
doesn't give it the information it needs.
