[orca-list] why Skype works in Ubuntu 15.04

Dear developers,
    Would somebody of us explain the reason, why Skype and even Skype
first screen when Skype have been setup for The first time is fully
accessible in Ubuntu 15.04, but not in Fedora latest stable version?
Which steps are required to make Skype fully accessible in every Gnome
based distribution. I have spent alot of time to try various Linux
distros and Ubuntu Mate 15.04 is also not cooperating with Skype so it
would be used like in Ubuntu 15.04 with Orca.
So would somebody of us tell The secrets?
