I've never used Sonar myself, but as it's manjaro based the path to the espeak-data directory should be found 
in /usr/share/
so 
sudo cp /usr/share/espeak-data/voices/en-la /usr/share/espeak-data/voices/default
is the command to run. 
Then if you put a graphical interface on the machine you'll need to configure speech-dispatcher. I think you 
are asked about language when you do this, 
but in case you ever need to change this after the fact just 
open /etc/speech-dispatcher/speechd.conf, and somewhere around line 100 you will find

# The Default language with which to speak

# DefaultLanguage "en"
  
just change to es or what ever you want.

A couple of things to do.
Copy the Spanish voice over the default one in your espeak-data/voices
directory. Then edit /etc/speech-dispatcher/speechd.conf to make spanish
the
default voice.
This will take care of self-voicing aps and  standard espeakup.
For orca you just change voice in the voz tab of orca prefferences.
What distro are you using? Paths can vary, and for console speech whether
you use espeakup or speechd-up.

Sonar is out using Gnome 3.16 and it is great! i think this is the best
version of Gnome yet. The orca team has done a great job! if you haven't
tried out Gnome in a while this is the version to use. Here are the

Sonar now also has a cli version. With the cli version Sonar boots into
a termianl with no x installed. Espeakup comes up talking and yes there
is no pulseaudio installed. So you can install Sonar by typeing sudo
setup. There are no commandline packages installed by default. So you
can choose all of your favorite programs yourself. You could even
install a full operating system yourself from almost scratch. keep

okay Sonar also has a alpha/beta version of Sonar mate. This version
runs pretty well. It still has the 2 panels so it isn't impossible to
get to the top panel but it's not ideal. Also the login isn't accessible
yet. But other than that it is running well. Here are the links to
download Sonar mate.
