Actually, no. That one is totally my fault. Long story short, my plan
had been to fully merge in the new Web script. But various and sundry
bugs in WebKitGtk made that impossible, so I wound up merging things in
bit by bit -- and not merging some things in at all, for the time being
anyway. There were a few regressions that resulted, this was one of
them. So, I'm very sorry. I suck. But it's fixed in master now and thank
you for the report! :)

Having said that, there is at least one bug in Evolution preferences:
You cannot Tab past at least one widget. It's not that there's no focus
events; you just cannot move past the object using keyboard navigation.
No one can. So I filed a bug for that one:
