I haven't used the bookmarks, so consider my brief thoughts in that
contexts.
Pointes 1 and 2 sound clearly sensible.
On point 3, wouldn't it be quicker to jump to a bookmark by its number
then to go through a lists? The analogy is not exact, but heading
levels come to mind provided I know which heading level number I want,
I like very much being able to use a number until I get to the
particular heading I want. If the current system limites the number of
bookmarks you can have, though, then I'd agree with getting rid of it.
I can't comment on point 4 because I don't know enough and dare not guess.

the numbered bookmarks. Let's say bookmark 5. Then Orca would tell you
if the current object you're on is: a) the same as bookmark 5 b) has the
same parent as bookmark 5, c) shares some common ancestor with bookmark
5, or d) can't figure it out. I cannot imagine how knowing this
information would be of any use. And since it's been broken for a while,
and is also unbound, I'm guessing you all haven't found a use for it either.
I have other ideas and questions, and I'm sure you do as well. But let's
start with the above.
