Thank you verry much. Now editing is working fine.
Regarding presenting formatting changes this might be difficult I am
afraid. However currently with orca 3.16 when I move up and down in the
etherpad document area orca automagically presents the selection from
the style combobox. I think this is a bug or a coincidence however this
way we can at least identify headings.

start a new pad
after etherpad loads cursor should be placed within a editable document
content. You can try typing into this document. Orca used to read fine
in this document view when pressing arrow keys. It was possible to read
by lines, by letters, by words.
Now the presentation is verry inconsistent and most of the times orca
stays silent when arrowing in this document.
I would be happy if this can be improved at least to the state we had
previously. For the time being it would be nice to know if you can
reproduce this.
