Hi,
Go into Orca settings -> Text attributes tab page.
There you will find a table with all supported text attributes and
you'l be able to turn them on or off for speech and braille separately
via checkboxes.
The text and background color are turned off on my machine and I
haven't changed them, so I assume that's by default.
