In that case the Web site probably doesn't meet accessibility standards. I
would suggest reporting the accessibility problems to the Web site's
maintsainers.

If it's used by government, as you indicate, then it may be subject to legal
requirements that mandate accessibility, depending on which country it's in
and which governments use it.
