Hey José.
Confirmed. Having said that, Orca doesn't control navigation in that
dialog, nor are there any custom widgets being used. The behavior you
report is how Gtk+ treeview keyboard navigation works and the issue
happens even without Orca.
I filed a bug against Gtk+ regarding the inconsistency:
