What Orca version are you running?

You should use Orca 3.2.0-xdesktop, which is the most recently version
you can install in 10.04. Here is the link:
http://gemmei.acc.umu.se/pub/GNOME/sources/orca/3.2/orca-3.2.0-xdesktop.tar.gz

Maybe the problem is related to that, I don't have any other ideas.

Hi,
I installed Voxin 0.63 in Ubuntu 10.04.
I cannot get Voxin to work.
I heard it in the middle of the install, so it should work.
I have done this in Ubuntu 14.04, and I have installed Voxin many times
before.
I looked in speechd.conf, and it shows default speech module as espeak.
I changed that to ibmtts
I could not directly edit /etc/speech-dispatcher/speechd.conf because it was

read-only.
I copied it to another folder and edited it.
Then I saved the original as speechd.conf_original
Then I deleted speechd.conf
Then I copied my edited speechd.conf back in from the directory I edited it

in.
When I go into Orca prefrences, I still don't have ibmtts as an option.
I did log out and back to test it first.
Any ideas?
