Paldo'[s live installer seems to be accessible, and the resulting system is, as well. Last time I checked, Paldo's package collection is small, the idea being that the devs have chosen what they believe to be the bhest fit for each given task. The package build system is well-documented; you can make your own local repos that have your favorites, built from sources. If Paldo has upgraded GNOME to 3.14, you have the latest orca; otherwise, you can build from stable or master sources, package it or not, your option.

I tried a Debian Jessie Beta install, and had no accessibility issues that tere not the result of pilot error. It has the familiar Debian text-mode, non-live-system installer, with speakup talking once you press 's', then 'enter' on the boot prompt. If, while installing, the accessibility is turned on, and you install the gnome-desktop-environment package group, the resulting new system will have a talking gdm login greeter. I'm not sure what happens when you choose mate or xfce instead of GNOME.

Last summer, I played with Sabayon (a live system, based on Gentoo). The live image had a working GNOME and Orca, and accessibility could be easily turned on for the live and newly-installed sessions.
