I don't think Orca can do anything in this area until one of the open-source
flash implementations adds support for accessibility. By then, Flash will
probably have faded into the past for video applications, with HTML 5 video
replacing it.
Currently it cannot see a
flash object, it acts as if it's not there. If it's an html5 video or a
custom player, sometimes orca will work with those. 

HTML 5 video is implemented entirely within the browser, so if it isn't
accessible then it's either due to bugs in a custom player, or bugs in
Mozilla, WebKit or whatever you're using as a browser.
