I'm not sure if this is the cause of the problem, but Sabayon is
shipping orca 3.8.2 rather than 3.10.x. This may be causing conflicts
when running in GNOME 3.10, although I can't see how that would cause
the problem I'm seeing. It seems that the flat review keys are doing
their jobs, but approximately 1 second after a flat review key is
pressed, Orca partially crashes, meaning that speech is interrupted and
Orca no longer functions correctly, but it will say "goodbye" when
toggled off. Toggling it back on seems to get it going normally again
until a flat review key is pressed.
